It's just 10.50 is pretty cheap here, maybe if you buy a carton (24) it will work out that cheap (maybe not). Or there are a coupla store brands that are less, but we're talking real swill.

My understanding of decriminalized is that you get a small immediate fine for low level possession. Nothing else changes.
Legalized means you can possess & use without any penalty and there is some process by which you can legal sell/grow.
It's entirely possible these terms are used to describe different proposals in different places.
From everything I've ever heard proposed though, legalized is stronger than decriminalized.

I'm not prepared to defend the existence of tipping as a custom.
However, if that is the custom, then yes, of course there is an ethical obligation to tip. And hell, if you know about the custom then yeah, there's probably an implicit contract too.
