Oh, I suppose if you detonated a bunch of nuclear weapons at the right place and time on a fault line, it might set off an earthquake. This Cohen guy might have been talking about something like that. But, the idea that you can turn on earthquakes by pumping some radio waves into the air? Ludicrous!
