Does anyone know why Ian calls it the "Attorney Genital"?

Ian's not prone to using silly pejorative names for bureaucrats (e.g. demorats, republican'ts) so I assume there's some legitimate reason he calls them that.  Anyone know what it is?

I recall the story going something like Julia accidentally saying "genital" instead of "general," and Ian liked it as a mild insult. It throws me a little bit when I hear it, but it definitely gets one's attention, no?
