Now that you mention it, that would be a great age. However, I think that the general populations will always seek an outside source for all manner of guidance. I can't remember the Russian's name, but there are a series of fantastic writings discussing how humans need written laws to mentally keep them in line. It's in this vein that empires last even when people grow tired of them...
