I wouldn't use the word "we" to describe 'em.

But... any politician who wants to grow the state by leaps and bounds knows full well that he or she needs a bogeyman.
This is why the US government created/funded the Soviet Union for so many years, installed Saddam only to later stage a war
to remove him... and now "we" get to use Libya to keep everybody glued to CNN while our rights are whittled away further in
the name of "National Security" and "for our own good".
