how can one make a logical distinction between government and a gang?
Governments say they rightfully own you. Other kinds of gangs don't.

Don't they implicitly by aggressing against you?

Functionally, there is no distinction between government and a gang.  Why is this distinction relevant?

Because if one uses the term an anarchy it implies that there are clearly defined edges.
