I agree that it does sound familiar, and I'm even sketchy on how it would work out because I don't know of a system that is like it right now. However, the theory is that these people would be funded on a voluntary basis, and if you felt like you did not support the way they were defending the unarmed, then you could simply stop giving them your monetary support. And thus the market forces would force the protection agency to weed out the shady characters.

In the system that exists today, you cannot withdraw funding to protest to the actions that the department takes and that is a recipe for a real abuse of power.
