First - nobody forces ANYONE to enter a clinical trial in the USA.  The individual has the FREEDOM to CHOOSE to enter a clinical trial.
But that does NOT mean ANYONE who enters will AUTOMATICALLY get in a clinical trial of a new or newer drug or medical device.
Once you've FREELY CHOSEN or "entered" a clinical trial, the clinicians have to find that you're a suitable candidate.

256 US soldiers in Camp Taji, Iraq will be given either UK refined fish oil made by GlaxoSmithKline, headquartered in London (near BP) or a placebo to see if it helps with 'mood disorders'.
The US soldiers will be enrolled by 'special invitation'.  Which I guess means that a military health care practicioner has to recommend or 'invite' the US soldier in this clinical trial.
