The Polling Pit / Game

If I told you that I would give you $5 if you were to guess the number closest to 2/3 of the average of the numbers chosen by everyone else playing the "game", what number would you pick? Your options are limited to whole numbers between 1 and 99 (inclusive). Also, if there is a tie for the distance away from 2/3 the average then the lower of those two numbers is the winner.
