After a couple of months of listening to FTL while researching the ideas behind Free trade and smaller government I cannot find a group in the UK that is actively promoting Libertarianism.

Hmm.  I Googled "UK libertarian" and the first link that came up was to a Libertarian think tank in the UK: the Libertarian Alliance.  http://www.libertarian.co.uk/index.htm.  They've got meetings, publications, audio and video files, all sorts of good stuff.

It's not supposed to.  It's a guideline, not an explanation itself.  Don't reach for complicated explanation when a simple explanation will suffice.  That's not the same as saying that there will never be complicated explanations.

Occam's Razor would say so.  A God is a really, really, really, really complex explanation.  An accident is a very simple explanation.

If you listen to Penn Jillette's radio show on Free FM, you may have heard about this. 

There's an organization called Mybillofrights.org whose mission is basically to put up a monument displaying the Bill of Rights on the capital grounds in every state in America-- for a start.  Then they aim to place them everywhere the 10 Commandments are currently displayed on public grounds-- courthouses and, I would imagine, some schools. 

They're accepting contributions only from individuals, and nothing over $250, because they want the project to represent an awakening among Americans to the importance of their rights.
