It's a great placebo. Studies have shown that it works just as well as any other placebo. However there is negative scientific evidence that says it doesn't cure stuff. It will help with your pain because you'll think it's helping with your pain.

Then they should be able to sue for restitution.

Or punch you right on the nose. Then you can both sue for restitution :) Spitting on a cop is not going to help you, and spitting on a soldier, active duty or no, is dangerous.

Tragedy of the commons? I was listening to NPR today. They were talking about how our, "National parks were the first experiment in conservation. The beauty was to be held in common and shared!" Well I guess they created death traps. Might as well put out a sign that says, "15$ park fee does not include 25,000$ rescue cost.

Heres a private solution, instead of passing the buck because you can use force, why don't they setup automated radio towers with shelters, you get lost you find one of the shelters doting the landscape and you hit the button, it sends a signal like you've probably heard in a target "Customer in need of assistance at grid 40" A single emergency team can then radio back and see what's needed.
