My sympathies. You and your family must feel incredibly violated. One time I received a complaint on my car parked on a Chicago street because some un-named neighbor didn't like the tiny "for sale" sign in my car window. Of course I ignored it. Then he or she called the government and they marked my car to be impounded. I never did find out who this person was. But here's the thing...
It sounds like you want an in-the-system option for achieving justice, and since it's a system of injustice, to me that's like going to Capone's capo and asking him how you can file a complaint. I think a more effective option would be for us to move to the same neighborhood so we don't have to deal with these awful snitches.
