The major tobacco manufacturers in the US make the menthol flavors.. they don't wanna shoot themselves in the foot.
Big Tobacco didn't prohibit the sale. If menthol was prohibited, it would look like the Gov was targeting menthol smokers and allowing cowboy brands. And that would cause some wicked-serious shit. The media would go nuts immediately with the same leap-of-logic. It'd be chaos.
When they do stuff like this, it has to be across the board. Cigarettes, period. They targeted a novelty, to see how the populace reacts. If the general consensus is positive, which it probably will be, in a few years they'll use the data to support other measures. Like, prohibition of non-filters.
