This Christopher guy is, IMHO, a horrible marketer/designer/web developer. I've been in that business for years, and I rarely see stuff as amateurish and cluttered that isn't done at home by beginners who have no artistic skills and very little experience (which he very well could be). Most of the sites listed in his portfolio are actually just more of his own websites, built in the EXACT SAME TEMPLATE. The rest just 404. It all looks slapdash, just barely adequate for a cover story, as if put together by the junior IT guy at the state police office.
However, if the guy was smoking pot, that counts toward his non-fed-ness. They are really not allowed to use drugs while undercover. I have read several books by feds, undercover state and local cops, and ATF guys about going undercover, and they have to go to great lengths to avoid drug use (even infiltrating notorious drug abusers like the Mongols or Hells Angels), because it compromises the whole investigation and their testimony. I don't think they've changed the rules on that.
But hey, beyond that, this whole thing is just plain weird. WEIRD. I think John is right, speculation IS fun!
BTW, does this count as more "Drama in the Free State?"
