Actually, in CA, you can typically walk out of the recommendation with a temp card, bypassing steps 4 through 9. And the condition needs not to be terminal or life threatening. Just sucky. Like PTSD, or other psychosomatic disorders. Insomnia, depression. Things like that.
There are legitimate reasons why a person would want to use weed, to alleviate stress. Thats the gray area between recreational usage and terminal illness. Not unlike alcohol, some people just want to chill the fuck out after work.
You may or may not agree with it. But chances are, if you've ever come home and cracked a beer, thrown yourself in the easy chair, and stared at the television for an hour decompressing, you probably shouldn't spit directly at it.

As far as buying marijuana seeds through the mail, it's not legal. Many places will not ship to the US. The Canadian seed banks are particularly adamant about legality. Most of them will not do it.
Therefore, your best bet is the European seed banks. I won't recommend any, but some of them have a certain "attitude" about it. And some of them sell single seeds.
There are two hints in that last statement. If you're smart enough to grow, you'll figure it out.
Your bigger problem is purchasing the hardware, not the seeds. Make a list, read some forums, and figure out if you can afford the space, time, cost, and effort. It requires a knowledge of nutrients, lights, and odor-filtering equipment. The last one is NOT to be overlooked.
