Its easy to say and harder to do. Its not really uncommon, either. Where I live, theres a LOT of little tiny towns, which are a throwback to the olden days.
They disband their police forces, road departments, and all that shit. Then they expect the state cops to haul up the slack, or pay the neighboring municipality to provide those services.
But they never actually reduce the taxes that pay for that stuff, so all you get is a sudden reshuffle to the bottom of the list when filling pot holes, snowplowing, or burglary responses. And when you have to pay a visit to the local municipal building (as rare as that may be), it's closed. People just shrug their shoulders when you inquire who may be the replacement douchebag.
And the cop thing, that's a whole 'nother ball of wax, too. Local cops will show up in a minute, stand around like dicks with their walkie-talkies squawking, take the report, or maybe take a rabblerouser for a ride to the muni building, half-a-mile away. State cops, they'll take an hour to show up, and if they have to show up, someone's gonna be sorry. Their territories are huge, and you could be a hundred miles away ninety minutes later. Good luck talking your way out of that mess.
All you have to see is a plow truck swing a U-turn when it hits the township line, and go back the other way leaving the whole town buried in eighteen inches of snow, and you'll quickly realize who's getting fucked.
