Poor features:
Horribly hot.
No freshwater.
Little rain.
No good features beyond the reef.
Few plants.
No place for large ships to come in.
See that stuff in the background of the pic? Its a mountain of "mined but never shipped" guano. Bat shit.


Good features:
Pile of free guano?
Protective reef. Possible tourism site or resource for fishing/farming.
Halfway between several continents & far from everywhere.
Sunshine, all the time.

You would need to:
Find a way of regularly getting there (airport?)
Find a way to make money off of the reef/ocean area (tourism/fishing?)
Develop a reliable source of fresh water.

I remember reading that some Israelis invented a somewhat efficient method of purifying salt water.  So assuming one of those desalination plants is reasonably priced, fresh water wouldn't be a problem.

I dont know how hard it could be, if you're surrounded by the ocean it cannot be THAT difficult.

100 story tall skyscraper w/hydroponics. Desalinization. Drill for oil and hit pocket from the sunken continent of Mu. IT WILL WORK.

According to the article, it also has both hot sun and constant wind. Solar and wind power might actually be economically viable.

Once there is electric power, everything else becomes feasible.

according to that read, the government only let's government workers and their friends on the island.  I don't see freedom.
