The difference between liberty and freedom

This is just semantics, but what do you think?

It occurred to me that slaves have liberty, but they are not free. Freedom then, is 100% liberty, and liberty is < freedom.

So when people say that they want liberty, they mean the want more liberty. But what would really be ideal, is to truly have freedom.

No, but they can have liberties. Like today. Or even during chattel slavery, some slaves were allowed to do certain things, but were still slaves nonetheless.
