An interesting thing occurred to me the other day, and its implementation came to me now. Drunk as I am.

RFID is pretty fucking cheap. Police cars are covered in bumper stickers. Now, if people put those chips in reproduction stickers, and stuck them to cop cars, and the readers onto lightpoles, the cops could be tracked pretty easily.

Problem is the small, unobtrusive chips you are talking about only have a range of 1 - 2 meters.  To go beyond that requires an active chip and that requires a power supply.

Maybe if it is only a 1 lane road.  Plus you have to take into consideration the lightpoles are probably 4 or 5 meters tall.
