St Paul was writting to the Romans in Rome. The government at the time was the Roman Empire, the head of the Roman Empire was the Roman Emperor. Romans 13 applies only to the government of the Roman Emperor, according to St Paul the Roman Empire is Divinely Ordained, that is, the authority of the Roman Emperor is from God, not from men.  St. Paul is writting only about the Divinely Ordained Authority of the Roman Emperor. St. Paul was not writting about the authority of man made governments. Romans 13 is not about man made governments. Romans 13 is only about that governing authority that is directly from God, and that is the Roman Emperor. Romans 13 is not about the man made US governemnt it is not about modern democracy it is not about any man made monarchy.  Applying Romans 13 to modern forms of government is absurd. The President of Zimbabwe Robert Mugabe used Romans 13 to justify his reign. Romans 13 does not apply to Mugabe it does not apply to Obama. Anyone who reads Romans 13 as it is should understand this.
