Why doesn't the president just pass health care with an executive order? why not just make all laws with executive orders?

Someone correct me if I'm wrong:

Exec orders can't fund themselves.

Exec orders only have power in the executive branch.

They can redirect funding under an existing law if said executive order can be justified as a regulation of same law.
