If it only costs $26 to hack the unsecured channels the secured ones can't be much more expensice. I wonder how many groups are setup by Cold Creek outside Vegas running this software.

It's because most of the DoD software is dated POS programming from the days when proper securing of data in unsecured channels (via PKE) was considered too costly.
