yes, but it costs more for the Post Office to print 39 1c stamps, rather than 1 39c stamp

I think they're like 47 cents now.

You also fail on the assumption that the government works on market principles. All you do by wasting the postal service budget is ensure they get it again next year. If the government fails, the government people always "solve the problem" by throwing more of your money at it.

Good point.  The only idea (besides the name of the article) is the one method I mentioned.  Everything else seemed at least decent.

All I did on my blog was try to list examples of potential activist applications, the original blog was more business oriented.
