The biggest problem I see is snow load.

Did anyone bother telling them that even Vermont has summer? I don't want to pay to cool a 27Million square foot greenhouse.

It would be more efficient if an entire city was in a single skyscraper 5 kilometres high. Then the people could live on the top floors and all the elites down below would provide natural heating because hot air rises....

Nah you got it backwards, the elites would live at the top like they do now.  They'd get free heating and at 5km you might start to see lower gravity (0.001% ?) too so they could lug their fat arses around slightly easier ;P

Well with 5k altitude I'd assume that the whole system is sealed to 1 ATM and the elevators are sealed to as close of a vacuum as possible for accelerated velocities.  :D
