Anyone heard of organized stalking?

Hi all -

Has anyone heard of organized stalking?  It's been rather hush-hush for the past couple of decades, however, a Santa Cruz, California police lieutenant did speak out publicly not long ago about "gang" stalking, which is an alternate but slightly confusing term.  (It's NOT the usual "gangs.")

Its a legit PDF, no malicious shit in it. Pretty long read on the scale of Gene Ray's Time Cube tho. If you dont have time to waste, skip it.
