Those are NOT the "REAL" rules of Part 15. That publication is merely a reference bulletin written primarily for the general public's understanding of the use of non-licensed wireless devices.
Here is a quote from that bulletin that validates what I just said.
This bulletin is intended to provide a general understanding of the FCC's regulations and policies
applying to products using low-power transmitters. It reflects the current text and interpretations of
the FCC's regulations. More detailed information is contained in the regulations themselves, which
