Protesting topless would probably be better than a nude protest. (Works best when there are female protesters, I'd guess.) You get everyone's attention, but are more likely to get just eye rolling and "put your shirt on" from those who might be offended, as opposed to the "Oh my god! Arrest them!" which would accompany full nudity.
