Robin Hooding = winning.
In a section of Miami, local retailers and restaurants were losing business because their customers were getting heavily ticketed. The businesses formed a partnership and hired a parking meter feeder.
(one of them must have watched Danger Ehren Meter Fairy jackass episode.)
Maybe FreeKeene can form a partnership with Keene business owners and get additional support and funding

Some communities offer turnstile jumping insurance. They're commies, but theres a spark of brilliance right there.
I mean, if I decided to never pay for parking again, I think it would be worth it to pay a company for the insurance against the loss of a ticket.

Yeeh...bothering the school crossing guards and meter maids may not be the best strategy.
Instead of playing "man to man" maybe a Robin Hooder should adopt more of a "prevent" or "zone defense" and spread out everywhere with radios...

You guys are approaching this thing all wrong. You need to think about maximizing the resources you have available to you. Instead of following them around, you need to figure out how you can make them do your work for you.
One idea, would be to capture one of these Meter Creatures off the street, take it down to the lab and implant a high frequency audio device in their ear that goes "BEEP" when a remotely located, RF enabled button is pressed. A Pavlovian conditioning response of sorts, so when he/she approaches a meter, the button is pressed, creating a the conditioned response of putting a quarter in the meter, instead of writing a ticket. As for the conditioning part...... the actual monkeying with their head to get the desired response, well, you're on your own with that part. That is completely outside the realm of my expertise. Best to get someone that is an expert in that field. I'm just a tech guy offering the nuts and bolts for the idea.
Imagine all the other things you could be doing with your time.

Which actually gives me an idea.
A small powered rfid chip can be inserted into the passenger side door of one of their cars. When they come around, nearby rfid readers can flash some lights, telling people to put money in the meters. That way, they only get filled when the meter maids are present.

The parking fees and tickets are really low in Keene and there is limited parking. Doing such might hurt local businesses (after all, helping local businesses is the stated point of parking meters) so I doubt businesses will be interested in that.

This link says last years Keene Kiosk experiment wasn't for business but was for the city to extort more revenue by eliminating piggybacking....
"Last year the City Council agreed to test out two computerized kiosks to serve 47 parking spaces in Keene’s downtown. It was imagined that parking revenues might rise, partly because motorists would no longer be able to be piggyback on time left on meters at vacant spaces."

That wouldn't be difficult to build. All you would need is some copper wiring buried under the road. When it senses a car above, a timer starts counting down from 2 hours on a parking meter-like device.

It isn't a Keene thing. It's the original point of parking meters. They are to help manage traffic.
