I came up with an idea and we discussed it on the Freedom Feens cast recently.....You can buy tiny FM (and AM) radios for a buck:

Buy 'em in bulk, pre-tune to your station and give 'em away around your broadcast radius. Put a sticker on them with your station name and frequency (these cheap receivers tend to drift).

You could probably buy them a lot cheaper than a buck each in lots of 100 or 200.
